CityFHEPS for NYC Landlords: 2026 Complete Guide

VoucherKing Editorial·March 25, 2026·8 min read

CityFHEPS (City Fighting Homelessness and Eviction Prevention Supplement) has become NYC's most active rental subsidy program. With Section 8 waitlists closed to new applicants, CityFHEPS now serves the largest share of active voucher holders in the city — and landlords who accept it benefit from direct monthly payments from the NYC Department of Social Services.

How CityFHEPS Payments Work

HRA (Human Resources Administration) pays the subsidy portion of the rent directly to you by check or direct deposit each month. Your tenant pays their personal contribution — typically 30% of their adjusted monthly income — directly to you. You collect from two sources, but the subsidy portion is reliable and government-backed.

2026 CityFHEPS Payment Standards

Unit SizeMaximum Monthly Rent
Studio$2,387
1 Bedroom$2,696
2 Bedrooms$3,247
3 Bedrooms$4,002
4 Bedrooms$4,637

These are citywide rates — the same cap applies in every borough. This means CityFHEPS is often more generous than Section 8 in the Bronx and Brooklyn, where borough-specific Section 8 rates are lower.

The Approval Process (Landlord Side)

  • Tenant submits a Request for Tenancy Approval (RTA) package with your unit's information
  • HRA reviews the rent for reasonableness (must be within the payment standard)
  • HRA schedules an apartment inspection (similar to HQS for Section 8)
  • Unit passes inspection → lease is signed → HAP contract executed → payments begin
  • Annual renewal inspection required each year
CityFHEPS approval timelines can be faster than Section 8 in some cases — HRA has streamlined the process for experienced landlords. VoucherKing agents facilitate the process and help move inspections along.

Why Landlords Choose CityFHEPS

  • Higher payment standards than Section 8 in most boroughs
  • Reliable monthly subsidy payments directly from the city
  • Large pool of active CityFHEPS holders actively searching — faster unit fill rate
  • NYC Source of Income Law requires good-faith negotiation with all voucher applicants
  • VoucherKing matches your vacancy with pre-screened, document-ready CityFHEPS tenants
Do I have to accept CityFHEPS if a tenant applies?
NYC law (NYC Admin Code §8-107) requires landlords to engage in good-faith negotiations with voucher holders. You cannot refuse to rent solely because of a tenant's source of income. You can still screen tenants for other lawful reasons.
How is CityFHEPS different from Section 8?
Both are rental subsidies with similar mechanics, but CityFHEPS is administered by NYC's HRA while Section 8 is federal (HPD/NYCHA). CityFHEPS has higher payment standards in most boroughs and currently has more active recipients since Section 8 waitlists are closed.
What if my tenant loses their CityFHEPS eligibility?
If a tenant's voucher is terminated (income changes, moves out of NYC, etc.), the program payments stop. You retain all standard NYC landlord rights, including pursuing back rent and initiating eviction proceedings if the tenant can't pay the full market rent.
