Housing Quality Standards (HQS) inspections are required before any Section 8 or CityFHEPS lease can begin. A failed inspection delays the tenant's move-in and postpones your first subsidy payment — sometimes by several weeks. This checklist covers the most common failure points so you can fix them before the inspector arrives.

Kitchen

  • Stove and oven in working condition with all burners functioning
  • Refrigerator cooling properly (must maintain below 40°F)
  • No evidence of pest infestation (roaches, mice)
  • Functioning exhaust fan or window for ventilation
  • Hot and cold running water at sink
  • No leaking pipes under sink

Bathroom

  • Toilet flushes and is securely attached to floor
  • Tub/shower with hot and cold water functioning
  • Exhaust fan or window for ventilation
  • No mold or mildew on grout or caulk (clean or regrout before inspection)
  • No leaking fixtures

Bedrooms and Living Areas

  • Working smoke detector in every bedroom and common area (test batteries)
  • Carbon monoxide detector on every floor
  • At least one operable window per habitable room
  • No peeling paint — especially critical in pre-1978 buildings (lead paint hazard)
  • Heating system provides at least 68°F when outdoor temperature is below 55°F
  • Adequate electrical outlets (at least two per room)

Doors, Windows, and Entry

  • Front door has working deadbolt or equivalent security lock
  • All window locks functional
  • Fire escape access window operable and unobstructed
  • No holes in walls, floors, or ceilings
Pre-1978 buildings: Any chipping or peeling paint is an automatic inspection failure due to lead paint risk. Repaint affected surfaces before the inspection — this is the most common fail point in older NYC buildings.

What Happens If You Fail?

If the unit fails, the inspector provides a written list of deficiencies. You have a set period (typically 30 days) to make repairs and request a re-inspection. The tenant cannot move in until the unit passes. For minor items (a broken lock, a smoke detector needing a battery), repairs can often be done the same day — call the inspection office to expedite the re-inspection.

How long does an HQS inspection take?
Typically 30–60 minutes for a standard apartment. The inspector works through a standardized checklist room by room.
Can I be present during the inspection?
Yes, and it's recommended. Being present lets you address minor issues on the spot and ask the inspector questions about any borderline items.
Do annual inspections use the same checklist?
Yes. Annual HQS inspections use the same standards as the initial inspection. Units in good condition typically pass in 15–20 minutes.
