When people say 'Section 8' in New York City, they might mean one of two different programs with two different administrators: NYCHA (New York City Housing Authority) and HPD (Housing Preservation and Development). Both administer the federal Housing Choice Voucher program, but they operate independently with different waitlists, processes, and payment schedules.
| Factor | NYCHA Section 8 | HPD Section 8 |
|---|---|---|
| Waitlist | Closed — 150,000+ households waiting | Closed — opens by lottery periodically |
| Voucher issuance | NYCHA issues the voucher | HPD issues the voucher |
| Payment schedule | Payments arrive 1st of month | Payments arrive 1st of month |
| Inspection | NYCHA conducts HQS inspections | HPD (or third-party) conducts HQS inspections |
| Portability | Can port to other cities after 12 months | Can port to other cities after 12 months |
| Online portal | NYCHA Owner Extranet | HPD Landlord Portal |
Both waitlists are currently closed to new applicants. Historically, NYCHA's waitlist has been much longer (often a 10+ year wait) than HPD's. HPD opens its waitlist periodically by lottery — check nyc.gov/hpd for announcements. Both are worth applying to when open.
While you wait for NYCHA or HPD Section 8, CityFHEPS is the most accessible alternative. Unlike Section 8, it has no traditional waitlist — eligibility is processed based on need. If you're in a shelter or facing imminent homelessness, apply for CityFHEPS through HRA now rather than waiting for Section 8.
