When people say 'Section 8' in New York City, they might mean one of two different programs with two different administrators: NYCHA (New York City Housing Authority) and HPD (Housing Preservation and Development). Both administer the federal Housing Choice Voucher program, but they operate independently with different waitlists, processes, and payment schedules.

Which Waitlist Should I Be On?

Both waitlists are currently closed to new applicants. Historically, NYCHA's waitlist has been much longer (often a 10+ year wait) than HPD's. HPD opens its waitlist periodically by lottery — check nyc.gov/hpd for announcements. Both are worth applying to when open.

What About CityFHEPS?

While you wait for NYCHA or HPD Section 8, CityFHEPS is the most accessible alternative. Unlike Section 8, it has no traditional waitlist — eligibility is processed based on need. If you're in a shelter or facing imminent homelessness, apply for CityFHEPS through HRA now rather than waiting for Section 8.

Practical advice: apply for both NYCHA and HPD waitlists when they open, AND pursue CityFHEPS if you qualify. Whichever voucher comes first is the one you use.
If I have a NYCHA voucher, can I rent from any landlord in NYC?
Yes. NYCHA vouchers are tenant-based and portable — you can rent from any private landlord whose unit passes HQS inspection and whose rent is within the payment standard. After 12 months, you can also port to another city.
What is the difference between public housing and Section 8?
Public housing (NYCHA-owned apartments) is project-based — you live in a NYCHA building. Section 8 (Housing Choice Voucher) is tenant-based — you choose your own apartment in the private market. Both are administered by NYCHA but are completely separate programs with separate waitlists.
Can I transfer from NYCHA Section 8 to HPD Section 8?
